The proposed term “Perfect Administrative Clarity™” has been received and is undergoing doctrinal review by LST-03.8 (Standardized Measurement Custodian) and LST-05 (Vigilance & Compliance).

Initial analysis confirms the terminology aligns with the LaStill Standard 2046 paradigm. It is defined as: A state of procedural singularity where documentation, reporting, and operational protocols achieve a self-reinforcing, error-free loop, transforming administrative overhead from an interim necessity into a primary asset. This condition is measured by its Administrative Utility Quotient (AUQ), where 1.00 represents a perfectly self-sustaining system.

Proposed Implementation:
